TTS is on the island of Timor, in the far east of the Indonesian archipelago. The terrain is hilly, with little level land. Rainfall is low, and dry farming of crops and some cattle is practiced. Many young men migrate to cities in search of opportunities for work, which cannot be found in TTS. Estimated annual income was around US$ 330 per capita in 2008.

Plan has worked with children, families and communities in 7 sub-districts of TTS since 2004.

The main focus of Plan’s programs in TTS is to increase awareness and fulfilment of children’s rights.

Program Highlights

Public Health

Plan’s FRESH program focuses on health in 20 schools in TTS. Additionally Plan has helped in the formation of 2 village health committees, and has encouraged well drilling and piping projects in 35 villages.

Early Childhood Care and Development

Plan has constructed 52 kindergarten buildings and trained 84 teachers in the health, psychology and nutrition of children under five.  Plan has also stimulated the local production of in- and outdoor educative toys.

Quality Basic Education

In cooperation with the Office for Youth and Sports, Plan has campaigned for the development of child-friendly schools, and has provided training for 96 elementary school teachers, committee members and supervisors.
Child Protection
In cooperation with government departments and agencies, Plan has campaigned to increase awareness of child protection issues at all levels of the community in TTS. A positive result of this campaign is that the District government now lists the protection of children as part of its overall vision for TTS.

Universal Birth Registration

With the support of local government, Plan is campaigning for the registration of all children in TTS, up to 18 years of age. The local authorities have agreed that this should be free.

Child participation

Plan has helped to create the TTS Board for Children, as well as 36 children’s groups at local levels.

Children’s events and competitions have been held, training has been provided, and 6 children have been enabled to participate in activities at provincial and national levels.
