Surabaya is located in the low land of East Java. As Indonesia’s second city it has attracted people from the surrounding small cities. However with limited education and skills, the migrants have become a problem for Surabaya. Estimated annual income was around US$ 262 per capita in 2008.
Since 1994, Plan has worked with 9,400 assisted children/ families in 9 sub districts and 21 villages. Plan has worked with community empowerment agencies, the city health office, the city education office, family welfare committees and some child-focused NGOs.



Program Highlights

Public Health

Plan has improved access to basic health for children under five through community health posts. This work includes training in basic healthcare and child development monitoring for volunteers. At school, 92 ‘little’ doctors now help in raising personal hygiene awareness.

HIV/AIDS campaigns have also been conducted in collaboration with local NGOs.




Early Childhood Care and Development

In Surabaya, this program is integrated into programs for families with children under five, and community health posts. 34 early childhood care and development resource centers have been formed to ensure program sustainability and quality.




Quality Basic Education

Plan has trained 150 elementary school teachers in active, creative and “fun” teaching methods. Plan supports 46 schools in developing local content curricula, and has developed a “joyful learning” program for children’s groups, through peer-educators.



Sustainable Livelihoods

Plan is equipping mothers and fathers with new skills and knowledge. They have also been trained in the formation of cooperatives. At the city level, Plan managed to facilitate the establishment of a small entrepreneurs association to help people set up new small businesses. As a result there are now 50 new enterprises in existence in Surabaya.


Child Protection

In partnership with NGOs and community based organizations, Plan has campaigned on children’s rights in Surabaya. A community referral system has been set up to help resolve child abuse cases. 11children’s groups at village and city levels have been strengthened to take an active role in promoting children’s rights.
